Ireland’s asbestos regulations have already changed. If your workplace contains, or may contain, asbestos, businesses need to take proactive steps to identify the risk, assess it and manage potential exposure appropriately.
For many businesses, this means knowing where asbestos is located, what condition it is in, ensuring the correct surveys and risk assessments are available, and having appropriate management arrangements in place before maintenance, refurbishment or other work could disturb it.
The regulations also place greater emphasis on preventing exposure and prioritising removal over other forms of asbestos handling where applicable.

Ireland's asbestos regulations (S.I. No. 386 of 2006, as amended by S.I. No. 632 of 2025) require you to identify asbestos before any demolition, maintenance or renovation work on a building constructed before 31 December 2004; to assess the risk to anyone who may be exposed and prioritise removal over other forms of handling; and to stop work immediately if unidentified asbestos is disturbed. Under the Safety, Health and Welfare at Work Act 2005 that assessment must be recorded in a written safety statement. The Health and Safety Authority's published guidance sets out what an asbestos management plan should contain, expects it to be reviewed at least every twelve months, and states it should be referenced in your safety statement.
No regulation requires a document called an asbestos management plan. It is the recognised way of meeting and evidencing the duties above. Enforcement powers — improvement notices, prohibition notices and prosecution — arise under the 2005 Act, not the asbestos regulations.
This page is general information, not legal advice. S.I. No. 632 of 2025 prioritises asbestos removal but does not make it compulsory and sets no deadline for asbestos already in place. Exposure-limit values are set in the HSA Code of Practice.
